Matthew Elkins is a Solicitor Advocate and the Director of Legisia Legal Services. For more than seventeen years, he has worked in the field of criminal law, disclosure, and police records.

Matt began his legal career as a criminal defence lawyer, later becoming a partner at a City of London firm specialising in high-stakes criminal cases. His experience handling investigations at close quarters gave him a clear understanding of how police decisions are made, how records are kept, and how those records can affect a person’s future. This gradually shaped the direction of his practice.

Prior to qualifying as a solicitor, Matt was a graduate teaching assistant at the Graduate Institute of International and Development Studies in Geneva, teaching international human rights and public law to postgraduate students. He holds Higher Rights of Audience in both civil and criminal matters.

As Director, Matt leads all legal work and under his direction, Legisia has succeeded in removing hundreds of police cautions, arrest records, and local intelligence entries from the PNC and local databases, assisting doctors, nurses, teachers, lawyers, financial professionals, and those working in government or security positions.

Matt continues to work with individuals whose personal & professional lives have been affected by retained or disclosed records. “Reputation is the immediate jewel of the soul,” he says, quoting Shakespeare. “Protecting it is at the heart of the work we do at Legisia.”

Myriam Rubi

Myriam Rubi is the Office Manager at Legisia Legal Services and the first point of contact for many of our clients. She is usually the first person you will speak to when you contact us.

Myriam is far more than an administrator. She acts as an early analytical filter. Her role at Legisia involves assessing initial enquiries, helping clients understand what information they will need, and preparing the groundwork before a case is reviewed by a solicitor. 

She is also a fully qualified Mental Health Nurse and Dietitian. She holds a Biomedical Sciences degree from University College London, completed her professional dietetic training at King’s College London. 

Given her healthcare background, Myriam assists in cases involving regulators such as the GMC, NMC, HCPC, and GDC, particularly when there is a health or safeguarding element. 

Her experience working with people in distress, uncertainty, or under professional pressure gives her a natural ability to support clients who are facing the fear and confusion that often accompany police records, DBS disclosures, or regulatory investigations.
